Holland Home Improvement Loan Program

Affordable financing is now available to help eligible Holland homeowners make important improvements to their homes.

Through a partnership between the Holland Neighborhood Improvement Association (HNIA) and the Center for Energy and Environment (CEE), income-qualified homeowners may be eligible for low-interest financing for home improvements that improve safety, comfort, accessibility, and energy efficiency.

Available Loan Programs

Home Improvement Loan

  • Interest Rate: 2% (2% APR*)

  • Loan Amount: $5,000–$15,000

  • For: Energy efficiency improvements and certain qualifying health, safety, accessibility, and code-related repairs.

Emergency Deferred Loan

  • Interest Rate: 0% APR

  • Loan Amount: $3,000–$10,000

  • For: Emergency repairs that address conditions making a home unsafe or uninhabitable. Eligible improvements are determined through a CEE site visit.

Income limits apply to both loan programs.

Who is Eligible?

Applicants must:

  • Own and occupy a 1–4 unit residential property located in the Holland neighborhood.

  • Meet income eligibility requirements.

  • Complete improvements that qualify under the program guidelines.

Examples of Eligible Improvements

  • Insulation and air sealing

  • High-efficiency heating and cooling equipment

  • Electrical or plumbing code corrections

  • Accessibility improvements

  • Lead paint abatement

  • Asbestos removal

  • Mold remediation

  • Radon mitigation

  • Carbon monoxide safety improvements

  • Other qualifying energy efficiency, health, and safety improvements
